For contests I believe they submit right away despite that you get no email confirmation. I haven’t gotten an email that my drawings submitted but both of them are in the gallery.

Technically if you’re in another country other than the US or Canada, you can participate since the prize is online-only. They put the “US and Canada only” on all of their contests because it’s required by law, not necessarily because it’s true.
