This means we won't get a notice from Arte when it's available in the Curio Shop unless he has it for a really good price. IIRC there is a chance that Arte could drop the price to 20% less, so the Sceptre would only be 400K instead of 500K, but the possibility he might hike the price up is there too. So that's why you'll see the price vary. Arte's Rares, however are a static price and if you're one of his good repeat customers he will tell you when he has them in the Curio Shop.
