Yes they can, all dragons except Asian (no wings) can swim because since their wings can rotate to literally do figure-8′s in the air like hummingbirds (that’s how they hover) they can rotate so they are almost vertical instead of horizontal like this dragon. Then the wings can act like fins and propel the dragon through the water.
Since dragons are mythical it depends on what you believe in.
