Hm… So, all we know is the Fluorescent Flip Flops + Black Vest + ? = Neon TuTu…. I think the “?” should be maybe any ballerina clothing because it is called “The Neon TuTu”…. (The TuTu is in the name) Maybe try “Fluorescent Flip Flops + Black Vest + Ballerina Slippers”…. Or “Fluorescent Flip Flops + Black Vest + Ballerina Leotard Top”…. Or “Fluorescent Flip Flops + Black Vest + Ballerina Tights.

I looked at other forums and based on the results the black vest dosn’t sound like it’s in there. But no one hase solved it yet so I don’t know.

Maybe try the ruffled skirt+retro rainbow belt+summer fun swimsuit bottom=Patchwork I haven’t tried it so try it and let me know what happens
