OK well It’s the same progam used by the artist for the speed painting whimsy dragon so if u will go to the comments in the speed painting whimsy dragon video on webkinz newz then u will see that the artist said what she used :)
Ok I just checked and the artist used, Paint Tool SAI :) hope this helps :D
