It is in the Wshop, I believe in the Decorations section. It is the little round one.

w shop/ under decoration/ under plants
In the wShop, push the down arrow until you see Decorations. Choose Decorations, then Plants, and there you will see the barrel cactus on the first page and it’s only 35kc. BE SURE to place them in your room for them to count!

I bought twelve barrel cacti and placed them in rooms on each of my accounts. I sold some back, but I left some as they are AWESOME plants. I miss the saguaro from the Green Leaf wShop theme. I already have a desert room waiting for my Cactus Cat. Hooray!
