No, you can buy it in the WShop for Kinzcash. You do have to be deluxe, but I can send you a costume if you want. It was available last year too, so I have extras.

These are adorable, but half of them are deluxe! I wish there were more things for us non-deluxe members, its thoroughly disappointing to find how many things we are excluded from.
I have been able to get some of the deluxe clothing from other ppl in the trading room by just asking if anyone is deluxe and if they could purchase deluxe clothing for you. You may have to trade something for them, but many just like trading them for food. Many nice ppl in trading that will help.
