When a Webkinz plush toy is made, the artists have to try and draw the online version of the pet (that appears in the game) as close as possible to the look of the plush toy. However, when we release a virtual only pet, the artists have more freedom to experiment with design and color.
The Webkinz Rockerz Puppy started out as an idea that was sent to the art department. Next, an artist made a sketch, created a digital image from the drawing and then provided some color variations of what the pet could look like:
Once it was decided how the pet should look like, the artist finally created the actual virtual pet that was released in the game:

Which I think it probably Taylor Swift inspired! But I like her, so not bothered by that!
